The Community Outreach Program Worker coordinates and delivers direct services including information, referrals and advocacy to low income residents and supports projects for community improvement.
Full time, Non-Exempt, Full-Time Position
Location: On-Site at 54 Margaret Street Plattsburgh, NY
Rate of Pay: $19.05/hour

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Conducts outreach designed to inform all service area residents of the services and resources available.
- Promotes projects, identified by the Community Outreach Program Director.
- Submits all reports as requested by the Community Outreach Program Associate Director on a timely basis.
- Enters and maintains all client tracking information in CAPTAIN (client tracking system).
- Assists eligible consumers with applications for; Christmas Bureau, Supplemental Nutrition Assistance Program (SNAP) Benefits, Home Energy Assistance Program (HEAP), Emergency Fuel, Housing and Urban Development (HUD), United States Department of Agriculture (USDA), Women Infants and Children Food Program ( WIC), Continuing Education, Weatherization, Empower and other designated programs.
- Provides consumers with information about available services and makes appropriate referrals as needed.
- Travel required within service areas.
- Attends all required trainings and program meetings.
- Performs all other related duties as assigned.
- Complies with all health and safety regulations.
- Performs all duties in a manner consistent with the mission and goals of the Joint Council for Economic Opportunity, Inc.
SUPERVISORY RESPONSIBILITIES
This Community Outreach Program Worker may supervise or coordinate volunteers with the direction of the Community Outreach Director. This position carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED) and six months of related experience and/or training; or an equivalent combination of education and experience.
LANGUAGE SKILLS
- Ability to read and interpret documents such as safety rules, operating and maintenance
- instructions, and procedure manuals. Ability to write routine reports and correspondence.
- Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written or oral form. Ability to deal with problems involving several concrete variables in standardized situations.
OTHER SKILLS AND ABILITIES
- Ability to develop productive relationships with people in need.
- Ability to establish and maintain effective interpersonal and intergroup relations.
- Ability to be resourceful, creative, tactful, and courteous.
- Ability to use initiative and good judgment.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid Driver’s License.
This position requires the successful candidate to obtain and maintain a valid Department of Transportation (DOT) medical certification within the first 30 days of hire. Re-certification will be required as specified by DOT guidelines. Please note that the cost of the certification exam only will be covered by JCEO, but any additional associated costs (e.g., medical evaluations or appointments) will be the responsibility of the employee.
